Enzygo are proud to have secured a Certificate of Lawful Proposed Development (CLPD) and accompanying planning approval for an EV Charging Hub at Adams Street Car Park, Birmingham, on behalf of our clients, Hubber Infrastructure Limited.
The CLPD confirms that the installation of EV chargepoint upstands and electrical substation benefits from permitted development rights under Schedule 2, Part 2, Class E of the GPDO (as amended May 2025) .
On 29 May 2025, amendments to the Town and Country Planning (General Permitted Development) (England) Order 2015 significantly relaxed permitted development rights for EV infrastructure. Crucially, the reforms introduced express rights for supporting equipment housing – including substations – within defined parameters.
This change is significant. Ultra-rapid EV charging requires substantial electrical capacity, and the ability to deliver substations under permitted development removes a major procedural barrier to rollout.
Our Planning Team advised Hubber Infrastructure on the scope and limitations of the amended GPDO, demonstrating full compliance with Class E requirements. Alongside the CLPD, a minor planning application was submitted and approved for elements outside the scope of permitted development – specifically lighting columns and an LV feeder pillar.
Located within Birmingham’s designated Core Employment Area and less than 100m from the A4540 Middleway and A38(M), the site provides a strategically positioned charging hub serving both local businesses and strategic highway users.
The site has now been constructed and is operational – delivering high-powered EV infrastructure in a location where demand is strong and coverage was previously limited.
This project demonstrates how the May 2025 GPDO reforms are already accelerating EV infrastructure delivery.
